The Kingdom of Bahrain is expanding job opportunities for its growing youth population to ensure higher productivity and more sustainable national development.  Rapid population growth, a high proportion of youth and dependence on foreign labour all increase the pressure for job creation, training and education.

These priorities have been identified in Bahrain’s Economic Vision 2030, highlighting the need to transform the Bahrain economy by developing the number and quality of jobs for Bahrainis and improving skills of job seekers.

CD Approach Adopted Nationally

  • Due to this intervention, BIPA has adopted the UNDP's Capacity Development Approach and intends to mainstream it in its training, consulting and research services.
  • The timing of the intervension was opportune in shaping the direction of the BIPA, which is an evolving organization in its visioning, organizational structure, operating processes and profile in the market.

Bahrain Institute of Public Policy (BIPA), in partnership with UNDP, addresses the gaps through the establishment of a Capacity Development Facility (CDF) while building the Institute as a reference point for Quality Assurance in training, research and consulting.  The Facility will be located at BIPA’s offices to benefit first hand from local expertise in training and consulting.

BIPA was established with the aim of developing public administration and training in ministries and national institutions and contributing to qualifying the staff. In partnership with UNDP, national capacities in the public sector are enhanced by strengthened capabilities in formulating policies, carrying out institutional reform, management, and leadership.   Programmes include customer service, productivity, innovation, human resources, finance, project management, public relations, as well as those tailored for the development of high government officials.  The Facility will provide consultancy for the government on how to create policies, bring know-how and build experts within the public administration.

After an assessment of training needs within the public sector, a tailored portfolio of courses was developed including those in IT and management skills. To ensure inclusive progress, BIPA encourages the participation of persons with disabilities and promotes gender parity in training attendance and actively targets women for leadership programmes.   This has also led to the development of online skills assessment and self-assessment facilities for use in recruitment and ongoing staff development.  These steps have enabled the institutions to improve strategic planning, policy making, and provide better services to the public.

BIPA has adopted the UNDP Capacity Development Approach and intends to mainstream its trainings, consulting and research services in government institutions so that innovation and progress can be ongoing and sustainable over the long term.

This joint project between BIPA and UNDP is the continuation of a long lasting relationship that supported in 2006 the launching of an advanced e-training programme, which is being further developed into a regional centre that produces e-training content and material in Arabic for the public sector.
