Under the UNDP project “Enhancing Institutional Capacity for Enhancing Economic Environment and Governance” with the Ministry of Industry and Commerce (MOIC), the Trade Policy Support System (TPSS) has been designed to address the key gaps in decision making and negotiations process that the Ministry of Industry and Commerce engages in at bilateral, regional and multilateral levels. There is a dire need of having a mechanism that gives dynamic analytical options incorporating the latest international trade and related data/information. The MOIC is manually on collection, compilation and reporting of these data and conversion into analytical reports. This process is lengthy and often does not meet the requirements and timelines.

  • One product of the project is the Trade Policy Support System (TPSS) has been designed to be an IT enabled system that provides the data analysis, reporting, information analysis and generates different reports based on user designed queries

In order to address these gaps, the TPSS has been designed to be an IT enabled system (accessible remotely through web as well) that would provide the data analysis, reporting, information analysis and generation of different reports based on user designed queries. The system would cover not only the international trade statistics but the trade in services, government procurement, tariffs, non-tariff barriers and the international trade leads and commercial intelligence.

This system is going to be a very unique decision support system that has the capacity to serve beyond the needs of the MOIC.

It is a major activity involving many stages and expected to continue until February 2014. The first stage of requirement gathering and preparation of system requirements specification (SRS document) has been completed. The next stage of designing working prototypes is expected to be completed in mid-September.

As mentioned above this system is being developed under the UNDP project “Enhancing Institutional Capacity for Enhancing Economic Environment and Governance” with the Ministry of Industry and Commerce (MOIC). This project is aimed at strengthening the national capacity of Bahrain’s governmental departments and stakeholders through technical cooperation and addressing key areas in relation to law, policy formulation and administration with an overarching objective in attracting further international economic activity. The National Economic Strategy highlights the strategic initiative of expanding total Investment, with an emphasis on raising foreign direct investment. Furthermore the government aims to explore the feasibility of partnerships with international hubs for high value added products or services. The project aims to deliver the following results:
-  Enhanced Negotiation, application and implementation of World Trade Organization (WTO) Doha Development Agenda (DDA), Free Trade Agreement (FTA) and Trade Policy Review outcomes
-  Institutionalizing of procedures under World Intellectual Property Organization (WIPO) agreements for Intellectual Property systems of registration are consistent with national objectives and international requirements
-  Strengthened capacity of Bahrain in the implementation of the World Trade Organization (WTO) Technical Barriers to Trade (TBT) Agreement

These results are expected to support the national capacities in effectively handling WTO negotiation rounds and FTA agreements, therefore increasing the integration of Bahrain in the global economy. This will support Bahrain’s participation in global decision-making, in order to attract further international economic activity.
